Actually not exactly. Top Gear hired a non staff freelancer with no stated gaming or car experience to go cover the event. This guy, in fact:

He may or may not be a car driving game expert, it ain't rocket science, but he doesn't say anything of the kind in his resume - and in fact the only related item he's ever written is the one being gif-ed. Although he did write the script for "KerWhizz. a futuristic quiz / racing show, for the children."
This makes the gif a lot less amusing than if the Stig had written it.
