Black ice isn't a different kind of snow. It is a term used for when ice layers the road while remaining clear, so it looks like the road is safe. The black pavement shows through the ice, so it is "black ice". It is dangerous just because a lot of people think it is safe.

Hmm...nice. Is a GeForce GTX 750 good enough? Is 16GB RAM overkill?

Overkill, but RAM is cheap.

I'm still using my PC that I built 3years ago that has a i5 2500k, 8 GB RAM, and a GTX 460. I hope the CPU and RAM is good enough and I can just slap in a new GPU(like a GTX 960) and be good to go for SFV next year.

That i5 will last you a while and that amount of RAM is fine. Focus on just the GPU for the time being. Visit the BST thread frequently for some killer GPU deals. Depending on your price range, you might be able to get something stellar that will go "oh, I'm sorry, are you running a game? I didn't even notice."
