What is that best-selling game 15 years ago?

Final Fantasy VII and Dragon Quest VII are the ~4 million games to beat. They're not 15 years old, but beyond 15 years our sales info really drops off a cliff.

1.6 million through December 31, 2009. (Putting it just ahead of the GC version also at 1.6 million.)
