I'm too new to GAF as a whole to recognize that meme, but as far as I recall early during this gen it wasn't quite as common for the 360 version to be overseas-exclusive. Now we're seeing releases like MGR and Dark Souls where publishers don't even think it's worth bothering, and Shounen Anime Lost Planet being PS3DS only. That was the exact idea early during this gen. The "or wither and die" meme is not new.
You can't engage the Japan unwilling. The test results came back and none of the early Japanese Xbox 360 support ended up being worth it for anyone involved.
As for "the Japan unwilling", I think Mandoric's post cuts a lot closer to the heart of the problem. Though there'll always be developers who don't get along with Sony or Nintendo, and I think MS Japan will just kinda be there waiting in the background doing goodwill niche releases. They were the ones who talked Cave into doing a Saidaioujou port and all...
For the most part, AAA games are the type I'm talking aboutthe ones where worldwide sales are assumed from the beginning and often necessary in order to recoup costs. Even if Japanese titles do tend to sell better on PS3 worldwide (not that I don't believe you, but citation needed) obviously the number of 360-only users is too large to ignore when a western release is considered. Look at Demon's Souls vs. Dark Souls.Expect triple A game don't japanese games sale better on PS3 than 360 even in America ?
